Tormentor is the hardest NPC to even meet. He lives in a hidden blue auditorium inside the venue, and the entrance is a black guitar called the Duskwire, which works only during the Tropical Squall weather event.
- Earn the Dusk title: complete the Duskwire mastery quest, reported as 200 perfect catches with the Duskwire.
- Trigger a Tropical Squall: buy a Tropical Squall Totem for 800,000 C$ from the weekly rotating shop on Skycrest, then use it.
- Click the Duskwire: stand by Ken Carson and click the black guitar during the squall to teleport into the auditorium.
- Equip the Dusk title: the NPC will not talk to you without it.
- Talk to Tormentor: interact with him to start the Oppressor Rod quest.
